The CA Assembly Appropriations Committee has stopped CA Senate Bill (SB) 680 by placing that bill on the committee’s suspense file during a hearing last week. As a result, it is unlikely that the legislature will continue to consider this bill.
If SB 680 had become law, it would have created a new category of individuals required to register. That category would have included everyone convicted of unlawful intercourse (PC 261.5), also known as statutory rape, because the victim was a minor and could not lawfully consent. If violence were involved in the conduct, individuals would be charged with and convicted of a different offense including but not limited to rape.
“ACSOL thanks its board members as well as its members who testified in opposition to Senate Bill 680 during several committee hearings,” stated ACSOL Executive Director Janice Bellucci. “The fact that these individuals showed up, stood up and spoke up produced a positive result by keeping off the registry people who do not pose a danger to society.”

Great news! Thank you everyone for the effort in stopping this!
Thank you, Janice! It’s encouraging to see a win!
Thank you, Janice and ACSOL for stopping this!
We all need to take a moment and consider what things would be like in California (and even other places) if it weren’t for Janice and ACSOL. I guarantee you that it would not be good. I pray that God continues to give favor to Janice and this organization so that all of this registry stupidity may one day be a horrible thing of the past!
